Exchange of local noise restriction between EVSE and EV

• The CPO knows the local noise regulation and the immission points, therefore the EVSEs can be configured in order to meet the requirements
• The EVSEs could communicate the existence of noise restrictions to the EV so the EV can meet these restrictions as well
• This means charging power is only limited to the necessary value
• The value should be "optional" in the protocol
