What is the purpose of major version?

Ed.1 states this requirement:

[V2G2-098] The XML Schema with the namespace “urn:iso:15118:2:2013:MsgDef” that represents this ISO 15118 version 2.0 (major version “2”, minor version “0”) shall be used for encoding and decoding EXI streams.

Does that mean that the major version is strictly entangled with the namespace?
Or can the major version be used to inform about:

  • no schema change but
  • new functionalities and technical changes in general (e.g. timings).
