Serial number of EVSE in EVSEID

EVSEID in ISO15118-2 is specified with "Any ID that uniquely identifies the EVSE and the power outlet the vehicle is connected to. The format of this message element is defined in Annex H. If an SECC cannot provide such ID data, the value of the EVSEID is set to zero ("ZZ00000")." Data Type: string (min length: 7, max length:37)

But a lot of provider does not give a unique EVSEID to DC charger. Therefore it's difficult for error analysis to identify a certain EVSE.

Proposal: Allow the serial number of the charger to be used as EVSEID.

Change the specification in ISO15118-2 to:
